Homer Simpson, a "man of the people" who conducts meetings in donut shop parking lots, is mounting his second mayoral bid. Despite being considered the "most improved" candidate ever, Simpson abruptly abandons his lifelong dream and endorses Quimby after spending years fighting Quimby policies. The inexperienced and out of touch, but wealthy, Mr. Burns wins in a landslide, despite being the last to enter the race and not having much of a platform. Newly elected Mayor Burns hires Smithers to handle issues and policies and whatnot and whatever it is that mayors do exactly. After the election, Simpson alleges in a sworn affidavit that Mr. Burns attempted to bribe him out of the race by offering cash and a new job.
